Some of the signatures were totally illegible to me so I wasn’t able to tell who they were, but they’re probably some of the other staff listed from the picture.
All those loops and scribbles, and Level-5 President Hino has the most legible one on there.

I just noticed, Hiroto’s seiyuu isn’t in the Staff photo? or.. is it just me.
Yeah I noticed that too, kind of odd. XD Maybe he had something else on the schedule, or… Touchi Hiroki (Coach Kudou) and some of the other older folks aren’t on there either, so I think the picture was done with the final episode cast, and the signing was done at a different time.
Yeah, you’re probably right. Some characters didn’t appear anymore in the last episode. Too bad, wish they were included in the staff photo but oh well.
